The Grand Army Charter, creating the Grand Army was signed in Albrook at the very start of 24 WR; it was a watershed moment in the Great War. Original signatories include Tasnica, Baron, Eblan, Figaro, Doma, Pandora, Kakkara, Damcyan, Toroia, and Fabul and several independent city-states. Rhodes Palmerston, Prime Minister of Tasnica at the time and principle architect of the treaty, described it as the "If we don't stop shouting at each other we'll all be dead treaty". It was a response to the fact that the nations that had to contend with the aggression of the Dark Gods tended to quibble amongst each other and coordinate poorly. The Charter committed the signatory nations to building and funding an international army that would belong to no nation, an army with its own equipment, uniforms, and command structure; to jump start the effort, nations initially contributed troops from their own militaries. Tasnica committed its military infrastructure wholesale, including all of the Republic Expeditionary Force. The Charter also created the House of Lordsto serve as political authority and the office of Generalissimo for Celiose Cole. Many other nations later signed the charter, often only needing the approval of the Generalissimo. The Charter was deliberately simplistic and vague; many nations could not agree on some finer details so they were simply left out of the treaty. This is why the Charter Alliance has been revisited with reforms like the Alliance Congress.
