The Seven Cities are what the Drow city-states of the Upper Underground are collectively known as. They are by no means unified, nor do they comprise a nation of any sort. The singular thing that binds them together are absolute fear of and allegiance to the Dread Lady Ambika, Sindraiel's chosen Disciple and ruler of the Dark Elven race. Surface Elven legend speaks of an eighth, hidden Dark Elven city known somewhat preposterously as the "City of Twilight". Among Dark Elves, it forms the basis of a colorful invective, "by the Eighth City", which a Drow generally says when she wants to especially express contempt for an idea.
