- You are correct, there is no UCS yet. I had plans to drive the Quorsen Clauses into the actual UCS (at least, Fabul, Damcyan and Toroia, since you and Matt still have authority over Eblan and Mysidia obviously) using a brief war, but then I didn't write for a year.
