This category is to Best Concept what Best Villain is to Best Character. These are the anti-ideas, the bloody aborted fetuses of would-be plot concepts that, for whatever reason, just never took off. The category itself seemed not to take off very well, as it was only included in the Figgies in 2000 -- the Year of Broken Dreams and Ideas that Didn't Take Off.
It might be worth mentioning that Matt dominated the nominations in this category -- go Matt!
