The Generalissimo has wide latitude over the day-to-day operations of the [[Grand Army]]; essentially, he can do whatever he wants, subject to what the [[Alliance Congress]] is willing to pay for. During wartime, the Generalissimo has broad powers of conscription over the populations of all member states, though this hasn't been exercised since the [[Great War]].
