Provisional

Provisional is a term in Eblan for a resident of the country who is not a fully-fledged citizen. A family must reside in Eblan for three generations to receive the honors of citizenship; it is the fourth generation (the great grandchildren of those who originally moved to Eblan) who become citizens. (An alternate path to citizenship is available through the Mobile Corps.

Provisionals have somewhat less legal rights and much less access to government benefits than citizens. Informal and social discrimination is even more widespread. This has not stopped certain provisionals such as the founders of Fuchi Sushi and Nortbert Gilneas from being very wealthy. Many Provisionals, however, live in extreme poverty.

About one-quarter of Eblan's population are Provisionals, as numerous people fled the Dark Wrath-occupied Transbaron to Eblan during the Great War. As such they are mostly people from the continent, including people from Baron, Toroia, Damcyan, and Fabul. Most Provisionals live in Eblan's western coast, in the cities of Nairobum and Hope.

How exactly to deal with this large (mostly impoverished) immigrant population is one of the great issues of Eblanese politics.
