A practice of magical study originated in ancient Hai-Xsia province, said to have originated from ancient practices of fortune telling and geomancy. Practicioners were often titled Oracles or Astrologers; chief among their duties were predicting the future, especially where it came to the weather (for agriculture) or planning military strategies. They were said to be able to do this by reading the stars and the alignments of the planets, and thereby determining the will of the Heavens.
From Astrology, the low schools of Black and White Magic were said to have originated. Both Black and White Magic are deemed corruptions of true Astrology by the Hai-Xsian, fit to be practiced only by the mongrels of Maho-Kuni.
All Oracles are mandated to use their powers in service of the Imperial Court, and the only school that teaches the secrets of Astrology is hidden away within the Imperial City.
In Lo-Xsia, there are astrologers known as Onmyo-ji who attempt to reconcile this school of magic with the teachings of the Lunarians. The Lunarians, after all, come from the Celestial heavens themselves, and therefore must know quite a bit about astrology and astronomy. This practice is officially frowned upon by the Imperial City and the Oracular College, but the Lo-Xsia is unruly in general and there are more pressing matters then bringing rogue mystics to heel.
