Tessie Bravo
The closest thing the Eldersden girls of Pell have to a leader. The neighborhood has a number of strong-willed and forceful personalities, so there is no centralized leadership among the girls. (Long Rufus Rafferty took advantage of that when he claimed control over the borough.) Like most of the girls, she chafes under Rafferty's fist, but with the girls disorganized, it's difficult for her to make any attempt to oust him, especially with his own enforcers there to protect him.
Tessie is good friends with Sharon Kaye, and hopes to use her connection to Allan Seabairne to depose Rafferty.
