Several years prior, Jollins had been a liaison between Allan Seabairne's interests in Jollins' neighborhood in town, and Jollins' higher-ups in the city government. Then came the day that Jollins was approached by Captain Oliver Parks of the Organized Crime Unit to set up a meeting between Seabairne and city officials, so that Parks and his men could make an attempt to arrest or kill the gang boss.

In the wake of Seabairne's apparent demise, Jollins rose in the Department of Commerce, and began working with the casinos to increase the city's revenue. This eventually brought him into contact with High Roller Gang boss Miz Rollsley, who needed help cementing her power base by eliminating a few hardliners who didn't want to take orders from her. Jollins used his connections to provide information to her, and in a couple of cases, had the hardliners removed himself. As payment for his help, Miz Rollsley gave Jollins what amounted to an unlimited bankroll in the casinos.
