Oliver Parks

Chief of Police in Pell, formerly captain of the Organized Crime Unit.

Several years prior, he used his connections in the OCU as well as the influence of men in the City Council to arrange a hit on the life of gang kingpin Allan Seabairne. Parks, however, was unaware that Seabairne had gotten wind of the hit before it happened, and faked his own demise to throw the trail off, leaving town.

In the wake of Seabairne's "death," Parks rose in power within the department, soon claiming the office of Chief of Police. He continues to keep a hand in the OCU, so as to keep tabs on the larger gangs in the city.

Seabairne, of course, has Parks listed as Number One on his hit list.
