Pell is a port city in the FTSR. Pell’s nickname is “The Water Town” and has been a stronghold of Ticonderan naval power since ancient times. Portions of the city are navigable by canals instead of streets, and part of the city is built on Hokken, Bear, and Arking islands. The Waterguard’s headquarters is here, as well as Arking Naval Academy. Some sections of the city are prone to flooding; one part, known as Beggar’s Reef, has been mostly underwater for the past three centuries.

Shipbuilding has been the major industry for as long as the city has existed, but mining is also extremely important here. A third vital industry is far more recent; since the breakup of Ticondera and the formation of the FTSR, Pell has become the Federation’s chief arms manufacturer, due to the fact that most of Ticondera’s non-naval defense industry had been located in what is now the Viper District and the Brush Free Trade Alliance.

In addition to shipbuilding, mining, and arms, Pell has other industries that bring business to the city. The first is a thriving gambling community, as the eastern end of the city is home to several casinos. The second is much seemier; the section of the city known as Eldersden is known as a hotbed of prostitution. The Eldersden girls are very well-organized and have a lot of respect in the Pell underworld.
