The Court Astrologer of the Xsian Empire during the reign of His Magnificence, Kai Tsao Shou Lung Xsia Chin, Who Soars with Dragons and Rules All Under Heaven.

His white-feather fan was said to have been made from the soft, downy plumage of a phoenix hatchling, and he could cause it to spout flame (and/or lasers) on command.
