The Light Dimension GACA Non-Agression Pact was a treaty drafted by Foreign Minister Reggie Orring of Ticondera to prevent the Esper Union from starting a war in the Light Dimension. The Esperians, unannounced, began building space colonies in the Light Dimension, which triggered Ticonderan fears of the EU using its space advantage to wipe them out. The terms of the treaty, signed by all native Light nations that were GACA members, required Grand Army intervention against any nation who started a war inside the Light Dimension. It also reserved equal colony space for Ticondera on the planets that the EU was colonizing. There was a loophole in the treaty, however; there was no provision prohibiting wars started elsewhere in the Web from spilling into Light, allowing the EU to retaliate against Ticondera for aiding Scande in the Leviathan War.
