Dregoth has utilized the potential power of this office in ways Governors before him have not dared; Chorras is, after all, the birthplace of Guardia's Conservative party (now the Progressives). Under Dregoth's tenure, the Governor's office has accrued enormous influence and power over local politics. He now insists on being the one to approve or disapprove of decisions made beneath him in the administrative chain of command, and has managed to get the prefectural legislatures of Chorras to give him executive veto powers over the finances and budgets of the four Chorran prefectures. Dregoth's power base lies in three constituencies: first, in ex-Conservatives who feel alienated by the changes wrought to their party by Khalid Morris. Second, in latent Chorran separatists, who have never felt entirely at ease living under the rule of a foreign King (as they still consider themselves apart from Guardia Proper). A third group are the reptites, who have emerged from beneath Giant's Claw island and integrated themselves into Chorran society almost overnight. The reptites seem to worship Dregoth as a deity-made-flesh. Between these three groups, Dregoth has an almost iron-clad and fanatical following.

History

Dregoth is the relatively newly-elected Governor of Chorras. Most of Guardia is divided into Prefectures, each of which is overseen by a Prefect. But Chorras is different because of the way it was set up prior to becoming part of the Kingdom; the entire island is overseen by one Governor, who administers policy for all four of the prefectural districts that make up Chorras and who has, traditionally, deferred to the localized power of the Prefects and Mayors who oversee the cities and townships within Chorras.

His origins are darker than his present ambitions would seem to allow for; he got his start as one of Rajaat's Defiler Champions. His title was Third Champion; his epithet was the Heckran's Plague. Together with three other Defilers, Dregoth took the Xenos armies to Medina. In the end, the Xenos were repelled by Janus Cage around the same time that the Defilers were being defeated by the emboldened Guardians and their returning King Derik.

Dregoth fled to El Nido, where he certainly would have been mobbed and killed had he not fallen into the hands of Shilzaer, the Green Dragon. Shilzaer recognized Dregoth for what he was, and sent him on a quest to meet the other five Dragon Gods of Gate. By this quest's end, Dregoth would uncover his true purpose: he was the Seventh Dragon, the prophesied one who would restore the Six into the One God.

Dregoth has taken on many more aspects to his ultimate destiny than were originally intended. He hopes to break Chorras away from Guardia, and use the land of his birth as the base for a new nation, which will give rise to a new age of Dragonkind.
