Right-hand man to Allan Seabairne. Back during Seabairne's original reign as 'King of Whalebone Ave,' Liam had been promoted from enforcer and soldier to capo, being tapped for bigger and better things. Following Seabairne's apparent death, however, the chaos that followed did not afford Liam a chance to rise to power, as Oliver Parks, captain of Pell's Organized Crime Unit, had Liam thrown in jail for four years.
Upon his release, Liam was unable to find work with any of the larger gangs that controlled Pell. Most didn't trust him, given his time in jail and the rumors that circled that he'd been released earlier to serve as a snitch for the police. Steve Varrius, leader of the Broken Drum Gang, was the only one who gave Liam work, and then only as an enforcer. It wasn't until Seabairne's return that Liam was able to sever his ties to Varrius, and reclaim his position of standing in Seabairne's gang.
