Joseph Allen Bembrook was chosen by the Council to be the High Commissioner of the FTSR, and is effectively subservient to their wishes. There are some rumors among those who know of the Council`s existence that Bembrook himself is a Councilman, but thus far all rumors of the identities of the Council remain mere speculation. Bembrook is a hard-line communist, more in the mold of Travin Rumanski than Dain Kordridge, although the Council keeps some of his more totalitarian ideas in check. Bembrook is considered to be the most passionate ideologue amongst the Web`s communist leaders, a fervent believer in his own rhetoric. Bembrook ran against Dain Kordridge in Ticondera`s first election and lost by a landslide. Before the dissolution of Ticondera and the formation of the Federation, Bembrook served as the head of the Social Economic Planning Group, precursor to one of the Federation`s most powerful commissions, the Central Economic Planning Commission (CEPCom). As a figurehead, Bembrook serves the part well; he looks imposing and delivers impassioned speeches.
