Most of the early life of Allan Seabairne is unknown. Who gave birth to him is unclear, as he was born to one of the girls of Eldersden, a section of Pell known as a haven of prostitution. His mother, whose name has been lost to history, only knows the man was a sailor. Young Allan had no last name to speak of (his mother merely used the moniker 'Sierra' as a surname, following the Eldersden tendency to use initials or phoenetic letters as surnames), and adopted the name Seabairne later in life. (The origins of the name are unknown.)

By the age of twelve, young Allan had learned many harsh lessons on the streets of Pell, and developed a keen knack for survival. After a brief stint at sea, when he was press-ganged into service aboard a smuggler's ship, Seabairne (as he now called himself) returned home to stake his claim to the city's seedy underbelly.

Establishing his new headquarters at a bar called the Broken Drum, Seabairne set about expanding his territory, and his natural talent with commanding a gang and his foresight led him into building his gang's claims to the street of Whalebone Avenue -- a significant thoroughfare in Pell, as it lay between the docks and the other business areas of the city. In time, his gang grew powerful enough that it was collecting tribute from other gangs in the city, just to keep them from "expanding" their territory off that street.

Seabairne, despite his criminal status, was well-respected in the businesses along Whalebone Ave. He might have charged them protection money, but that same fee also meant he genuinely protected their interests, keeping outside gangs from making trouble, and he made sure to frequent the shops and bars along the street to give them business. He was also instrumental in starting the casinos in the East End of Whalebone Ave, and so drew a hefty sum of the profits for his contribution. Because of his undisputed status as boss on the street, Seabairne acquired the moniker "The King of Whalebone Ave."

At some point during his career, Seabairne took another son of Pell (possibly from Eldersden, although there's no proof) under his wing, teaching him the arts of knife-fighting and self-defense, until the boy was nearly as skilled as he was. This boy would go on to dub himself Mister Bones and find his fortune in Tasnica. After Mister Bones' departure, the gangster 'adopted' another boy (later known as Sean Kellington), who worked for him until his apparent death, before moving on to North Viper and then to Tasnica under the tutelage of Mister Bones.

More recently, however, the city government in Pell took an interest in curtailing the rampant underworld growth along Whalebone Avenue, and several city officials (Deputy Director of Commerce Roger Jollins, Deputy Director of Education Michael Belltonin, and Police Chief Oliver Parks -- these ranks were all assumed after the fact) arranged circumstances so they could have Seabairne killed, believing (quite rightly) that without his leadership, the Whalebone Avenue Gang would fall apart. Seabairne caught wind of the trap, however, but allowed himself to be "caught" in the trap. He had been running the gang for close to thirty years, and wanted to retire. To all outward appearances, Seabairne was killed when his throat was cut.

The truth, however, is that Seabairne instead left the city to enjoy his "vacation." After a year or so, however, he grew weary of resting on his laurels, so he crafted a new persona, that of acquisitions expert Syman Lerga, and traveled between various countries and dimensions, building his reputation and his client base.

In 45 WR, however, Seabairne returned to Pell to put his gang back together, unhappy with how things had fallen apart in his absence. He is still in the midst of retaking control of his territory and exacting his revenge on the city officials who tried to have him killed, but it is widely believed that he will become the "King of Whalebone Ave" once again.
