Manta's local base of operations in the Esper Dimension, located just north of Tzen in the Phoenix Mountains. The Manta Cave is accessible from three points: an underground access tunnel somewhere at the base of the mountains, a mountaintop hangar bay accessible to air/space craft, and a subterranean port accessible only by submarine vehicles.
The Manta Cave is staffed by hand-picked Celpo agents that Manta has taken under his wing, and is occassionally used by the Celpo as a headquarters for operations in Southern Esper.
