The Luon Federation is an alliance of three city states that formed during the War of Threes, both for mutual protection and for economic benefit. The Federation is named for the Luon trade road, which runs throughout the Forthena Plateau before curling down through the foothills into Barzel, then winding East along Forthena's southern border to the port city of Maia.

  • Barzel- Run by the Barzel Traders Union, and its chief Jesjamin Vivby, this city has long been a home for rare (and sometimes illicit) goods from across Alter-Mana. Because of the wealth of the BTU, Barzel became the unofficial capital of the Federation.
  • Ulkan- Representing the sovereign Dwarven homeland on Alter-Mana, Ulkan is run by the Dwarven Miners Guild and the Guildmaster Beerfist. The Dwarves provide the raw goods (magilyte, gems, gold, silver) that the Barzelites are so good at finding buyers for.
  • Maia- Even with Barzel as the Federation's unofficial capital, the Neko Merchant's Guild of Maia are the true masters of the Luon Federation. Lead by a secretive cabal of conniving cat-men, the NMG controls what is perhaps the most important aspect of the Federation's money making: international distribution.
