- I'll write an article on it eventually. It's more or less the remnants of the Marathon Apparatus (which Marathon naturally had to distance himself from after becoming a head of state) recycled and retooled by Is. So it's a large organization which performs both intel and spec/black ops as Marathon needs them. It's not a military unit though, if that's what you're asking.
